Pearl Peters is a seasoned child development policy expert and government strategist with over a decade of experience in early childhood systems strengthening in Ghana. As the Principal Programme Officer and Head of the Early Childhood Care and Development (ECCD) Unit at the Department of Children, Ministry of Gender, Children and Social Protection (MoGCSP), she leads national efforts to coordinate, evaluate, and reform ECCD policies and programmes.
Pearl has been instrumental in the evaluation and revision of Ghana’s ECCD Policy, originally established in 2004.Recognizing the need to align with contemporary frameworks, she has advocated for the integration of the Nurturing Care Framework into the updated policy, emphasizing a holistic approach to child development that encompasses health, nutrition, responsive caregiving, early learning, and safety and security.
Her leadership has also extended to the development of a comprehensive Monitoring, Evaluation, Research, and Learning (MERL) framework designed to track progress and ensure accountability in ECCD programme implementation. Through nationwide stakeholder consultations, Pearl has facilitated inclusive dialogues to refine policy objectives and strategies, ensuring they are responsive to the needs of children, especially those with disabilities and from vulnerable backgrounds.
Pearl’s commitment to child welfare and her strategic approach to policy development have significantly contributed to advancing early childhood care and development in Ghana.
